When you purchase a Component Credit from the Black Market, you get the ability to equip that tech *once* for free (no resource cost, no additional time beyond the standard hull build time and any other tech you equip). Once you use the credit, it is gone, and unequipping the tech will not get it back. Hopefully that clears things up.
